Is teeth whitening safe? Yes, with three conditions

The short answer: professional whitening at legal strength, prescribed after someone has looked in your mouth, is safe and does not damage enamel. The three conditions are the strength of the gel, who is supervising it, and whether your teeth were checked first. Salons and online kits fail at least two of them.
Whitening has a bad reputation it does not deserve, and a good reputation it does not always earn, because the same word covers a dentist-prescribed gel and a strip from a market stall. Here is what is actually true about enamel, sensitivity, the law, and who should not whiten.

What whitening does to enamel
Whitening gel releases oxygen that breaks down the stain molecules inside the enamel and dentine. It does not strip, thin or soften the enamel at the strengths a dentist uses. Decades of studies and millions of treatments say the same thing: temporary sensitivity, yes; damage to healthy enamel, no. What does damage enamel is abrasive whitening toothpaste, and brushing straight after acidic drinks, which is why we warn about both.
The 6% rule, and why salons are breaking the law
In the UK, gel containing more than 0.1% hydrogen peroxide can only be used or prescribed by a registered dentist, and up to a maximum of 6%. Beauticians and salons are limited to 0.1%, which cannot change your tooth shade. So a salon is either selling you a cosmetic polish, or using illegal gel with no examination and no one qualified to deal with a burn. The General Dental Council prosecutes for it every year. Who should not whiten, or not yet
- Under-18s: whitening is not permitted, and young teeth are more sensitive.
- Pregnancy and breastfeeding: not because of proven harm, but because nobody has proven safety, so we wait.
- Untreated decay, cracked teeth or gum disease: fix first, whiten after, or the gel reaches the nerve.
- Heavily receded gums with exposed root surfaces: roots do not whiten and they hurt.
- Teeth darkened from inside by an old injury or root canal: these can often be whitened, but from the inside, by a dentist, not with trays.
What does not whiten at all
Crowns, veneers, bridges, implant crowns and composite bonding keep their colour. Whiten first, then match any new work to the lighter shade. What the law actually says
Under UK cosmetics regulations, products containing more than 0.1% hydrogen peroxide can only be supplied to, and used under the supervision of, a registered dental professional, and the maximum for any tooth-whitening product is 6%. The Dentists Act 1984 makes it a criminal offence for anyone who is not a registered dentist, hygienist or therapist to carry out whitening, and the General Dental Council prosecutes salons and mobile operators regularly. Whitening is also not permitted for under-18s except to treat disease. None of that is red tape for its own sake; it exists because whitening a mouth nobody has examined is where the injuries happen.
What goes wrong with unregulated whitening
- Chemical burns to the gums and lips from gel with no custom tray to keep it off soft tissue
- Severe pain from gel reaching a cavity, crack or exposed root that nobody checked for
- Patchy, blotchy results where the gel was applied unevenly or the product was not what it claimed
- Damage to enamel from acidic or abrasive products sold as whitening
- No one qualified to help when it goes wrong, and no professional to complain to
Salons offer it because there is demand and because the law is hard to police. The price looks good precisely because none of the safeguards are included.
How to tell a safe provider from an unsafe one
- They are a dental practice, and the person prescribing the gel is a dentist, hygienist or therapist you can check on the GDC register.
- They examine your teeth and gums before whitening and will tell you if you need a clean or a filling first.
- They make custom trays from an impression or scan, not a boil-and-bite kit.
- They can name the product and its peroxide strength, and it is 6% or below.
- They tell you who should not whiten, and they say no to under-18s.

Whitening a single dark tooth
A tooth that has gone grey after an injury or a root canal is a different job. Trays and gel lighten it only slowly, because the colour is inside the tooth. Instead a dentist places whitening agent inside the tooth itself, through the back, over a few visits. It is safe, it is common, and it is one more thing a salon cannot do. If you have one tooth darker than the rest, mention it at the consultation and we will plan for it.

Does teeth whitening damage enamel?
No. Dentist-supervised whitening at legal strengths lifts stain from inside the enamel without weakening it. Abrasive whitening toothpastes are the thing that scratches enamel.
Is salon teeth whitening legal in the UK?
No, not with gel strong enough to change your tooth shade. Anyone other than a dentist, hygienist or therapist is limited to 0.1% hydrogen peroxide, and using more is a criminal offence under the Dentists Act.
Are whitening strips safe?
Legal UK strips are 0.1% and mostly harmless, but they cannot change your tooth shade. Imported strips at higher strengths are unregulated and can burn gums.
Can I whiten my teeth if I am pregnant?
We advise waiting until after pregnancy and breastfeeding. There is no proven harm, but there is no proven safety either.
Can whitening make my teeth sensitive permanently?
No. Sensitivity from whitening is temporary, usually 24 to 48 hours. Lasting sensitivity means something else needs looking at.
Is it safe to whiten every year?
Yes. Top-ups in your own trays once or twice a year are safe and normal. Whitening continuously is unnecessary and increases sensitivity for no extra shade.
What is the legal limit for teeth whitening gel in the UK?
